서북권 지역 주민들의 숙원 사업인 수색역세권 개발도 추진 중이다. 수색교부터 DMC역에 이르는 약 32만㎡가 대상지로, 철로를 제외한 약 22만㎡가 개발된다. 사업이 완료되면 약 1만 5,000개의 일자리 창출과 약 2조7,000억 원의 생산 유발 효과가 있을 것으로 보인다. 또 수색역세권 일대에 롯데백화점, 롯데몰, 오피스텔로 구성된 ‘상암 DMC 롯데복합쇼핑몰’도 계획돼 있다.

서울 마포·서대문·은평구 등 서북권 오피스텔 가격이 다른 권역들에 비해 상승률이 낮은 것으로 조사됐다. 실수요자들이 선호하는 면적대가 공급되지 않아 아파트 '대체재' 역할을 하지 못하면서다. 공급이 이뤄지지 않다보니 노후화됐고, 금리 상승과 시장 부진 등으로 다른 지역에 비해 매매가가 좀처럼 오르지 않고 있다.
27일 국토교통부 실거래가 공개시스템에 따르면 마포구 성산동에 있는 ‘상암우남퍼스트빌스타’ 전용 16㎡는 이달 1억5900만원에 손바뀜했다. 지난 3월 거래된 1억9500만원보다 3600만원 내렸다. 공덕동에 있는 ‘마포현대하이엘’ 전용 31㎡도 이달 2억3500만원에 거래됐는데 전월 거래된 지난달 거래된 2억5300만원보다 1800만원 내렸다.
서대문구 대현동에 있는 ‘신촌푸르지오시티’ 전용 26㎡도 이달 2억3000만원에 거래됐는데 지난해 마지막 거래인 2억5000만원보다 2000만원이 내렸다. 합동에 있는 ‘SK리쳄블’ 전용 41㎡ 역시 지난 14일 2억5450만원에 거래, 직전 거래 2억7700만원보다 2250만원 떨어졌다.은평구도 마찬가지다. 불광동에 있는 ‘마하나임불광’ 전용 25㎡는 지난 3일 2억4900만원에 새 주인을 찾았다. 직전 거래 2억6800만원보다 1900만원 떨어진 수준이다. 응암동에 있는 ‘첼라오피스텔’ 전용 28㎡도 지난 19일 1억4000만원에 팔려, 올해 1월 1억5000만원 대비 1000만원 하락했다.
마포구 공덕동에 있는 한 공인 중개 관계자는 "아파트 매매 시장이 조용한 가운데 오피스텔을 찾는 사람도 뜸하다"며 "요즘엔 거래가 많지 않다"고 귀띔했다.서울의 오피스텔은 최근 주택수요의 대체재로 부각되면서 가격이 상승세를 나타냈다. 그러나 마포·서대문·은평구 등 서북권 오피스텔만은 예외인 셈이다. 특히나 MZ세대가 선호하는 새 오피스텔이나 주거용 오피스텔에 대한 공급이 줄다보니 수요층도 동반 감소했다는 게 업계 안팎의 분석이다.
부동산 정보제공 업체 부동산R114가 조사한 ‘서울 자치구별 오피스텔 입주 물량 추이’에 따르면 올해(예정 포함) 기준 서대문구와 은평구엔 오피스텔 입주 물량이 한 건도 없다. 그나마 마포구가 548실이지만 종로구(1219실), 영등포구(1094실) 등에 비하면 절반 수준이다. 내년에는 서대문구 138실이 예정돼 있고 은평구와 마포구는 예정된 물량이 없다.윤지해 부동산R114 연구원은 "최근 오피스텔 값을 견인하는 면적대는 중대형 이상으로 아파트 대체재 역할을 하는 곳들이 가격도 같이 끌어올리고 있다"며 "하지만 공급이 적은 서북권역엔 대부분 노후되고 작은 면적대 오피스텔이 주를 이룰 가능성이 높아 가격이 약세를 보이는 것"이라고 했다.
시장을 둘러싼 환경이 악화한 점도 가격이 부진한 이유다. 먼저 가격 부담이 커졌다. 분양가 상한제가 적용되지 않다 보니 아파트 가격을 훨씬 웃도는 오피스텔이 쏟아졌다. 올해부턴 오피스텔 대출 자금도 총부채원리금상환비율(DSR) 40% 규제를 적용받아 자금 조달도 어렵게 됐다. 집값 상승 기대감이 줄어든 점도 오피스텔을 찾지 않는 이유로 지목된다.송승현 도시와경제 대표는 "부동산 시장 분위기가 주춤한 가운데 집값 상승 기대감이 크게 줄어들면서 오피스텔을 찾는 수요도 덩달아 줄었다"며 "가격은 오르는데 대출은 어려워지다보니 오피스텔 시장이 타격을 받았다"고 했다. 이어 "입지 등 요인에 따라 오피스텔 시장도 지역별로 양극화하고 있다"고 덧붙였다.
한편 한국부동산원에 따르면 지난달 기준 마포·서대문·은평구 등 서북권 오피스텔 매매가격지수는 99.33으로 연초 99.46보다 0.13포인트 하락했다. 서북권 오피스텔 매매가격지수는 서울 5개 권역 가운데 유일하게 100을 밑돌고 있다.
나머지 권역들을 살펴보면 4월 기준 동남권은 103.53으로 연초(103)보다 0.53포인트 상승했고, △서남권(103.5→103.35) △도심권(101.83→102.65) △동북권(102.20→102.48) 등 다른 권역들 역시 매매가격지수가 소폭 상승했다.정부가 등록임대사업제 부활을 통해 임대차시장 안정화를 도모한다. 전세시장에 적체된 물량에다 입주 쓰나미로 인한 역전세난이 서울 강남권에서도 나타나고 있는 가운데 이번 조치로 역전세난이 어느 정도 해소될수 있을지 주목된다.
30일 업계에 따르면 정부는 민간건설 임대주택에 대한 양도소득세 과세 특례 기한을 현재 2022년에서 2024년까지 2년간 연장하는 내용을 담은 조세특례제한법 개정안을 국회에 제출했다.
등록임대사업제는 임대사업자로 등록한 사업자에게 종합부동산세 합산 배제 등의 혜택을 주는 제도다. 문재인 정부 당시 도입됐으나, 발표 이후 부동산 시장이 과열되면서 당시 여당이었던 더불어민주당을 중심으로 이 제도가 투기에 악용된다는 지적이 제기됐다.
